hosts G6 Forum of Deputy Governors and Chief Secretaries

THE VALLEY, Anguilla (TCI-GIS): The G6 Forum of Deputy
Governors and Chief Secretaries concluded at Paradise Cove,
Anguilla recently after three days of presentations and
discussions. Issues pertaining to sharing of resources,
training initiatives, accountability, disaster management
and improving good governance received critical
consideration.
The presence of officers from the territories who worked
closely with the Deputy Governors and Chief Secretary in the
management of their respective public services contributed
significantly to the Forum's deliberations. Representatives
of the UK's Department for International Development and the
UK National School of Government were welcome guests.
Delegates expressed support in principle for the proposal of
the Cayman Islands Civil Service College to offer a Masters
Degree in Public Administration for Bermuda and the
Caribbean Overseas Territories for public service officers.
Delegates noted that the particular circumstances of
individual territories should be reflected in any programme
design.
Delegates indicated their willingness to work with the UK
National School of Government, in a Foreign and Commonwealth
Office sponsored programme, to enhance accountability in the
public sector in the territories.
Presentations from Anguilla, Montserrat and Turks and Caicos
Islands on development initiatives and challenges in their
respective public services instigated a renewed commitment
to share human and other resources available in our
territories in a more strategic manner. A particular
willingness to explore secondment mechanisms was discussed.
The view was expressed that territories currently engaged in
constitutional reform might find it helpful to learn from
those territories that have recently adopted changes in
their constitutional framework, in terms of how the
constitutional changes worked in practice. It was agreed to
consider this further at the next G6 Forum.
Delegates agreed that Disaster Management is now an integral
part of the national agenda of the territories and would be
included as an agenda item at all future DG/CS Meetings.
Attendees considered the 2008 G6 Forum to have achieved its
main goals of facilitating the exchange of ideas among
public service leaders and to promote the sharing of
resources.
